Brickstone’s Early-Stage Planning and Asset Delivery covers a comprehensive range of services that span the entire planning cycle — from pre-contract through to contract execution. Our scope is structured into three key buckets:
1. Strategic Planning & Advisory
This phase involves rigorous upstream project development support to ensure that investment decisions are technically, commercially, and financially viable. Key activities include:
  • Appraisal and Options Analysis – conducting technical and economic feasibility studies, demand assessments, and evaluating multiple development options.
  • Project Structuring – defining the delivery model (PPP, EPC, DBFOT, etc.), risk allocation framework, and funding strategy aligned with investor and stakeholder objectives.
  • Business Case Development – preparing the preliminary investment case, including high-level design concepts, preliminary cost estimates, and financial modelling.
  • Regulatory & Environmental Compliance Review – ensuring early-stage adherence to legal, regulatory, and environmental standards to mitigate downstream risks.
2. Pre-Contract Services
At this stage, the focus is on translating project concepts into executable contracts with optimal risk and cost balance. Scope includes:
  • Technical Documentation Preparation – development of preliminary engineering designs, project specifications, and scope of works.
  • Procurement Strategy & Bid Management – advising on procurement methods (traditional, design-build, EPC, etc.), preparing tender documentation, and managing bid processes.
  • Risk and Value Engineering – conducting detailed risk assessments, scenario testing, and value engineering exercises to optimise technical and commercial outcomes.
  • Contract Structuring – drafting and negotiating contract conditions, payment structures, and performance obligations that align with financing requirements and delivery timelines.
3. Asset Delivery Oversight
This covers project execution monitoring and performance alignment to ensure the asset is delivered in accordance with contract, technical, and financial expectations. Activities include:
  • Project Controls & Monitoring – implementing cost, schedule, and quality monitoring systems; providing independent reporting on project progress.
  • Technical Supervision & Compliance Audits – reviewing contractor deliverables, verifying adherence to design standards, and conducting compliance audits.
  • Change Management & Claims Advisory – managing variations, extensions of time, and contractor claims while protecting the owner’s interests.
  • Operational Readiness & Handover Support – ensuring systems, documentation, and training are in place for smooth transition into operations.
